LIGHT FOR THE WORLD, c’est une organisation autrichienne travaillant dans le domaine du développement et du handicap, qui soutient avec le support de la Cooperation Autrichienne entre autres, des projets de RBC- Réadaptation à Base Communautaire au Burkina Faso.

Les objectifs généraux sont: la contribution à la lutte contre la pauvreté au Burkina, et à l’inclusion des personnes handicapées dans tous les secteurs de vie.
L’objectif spécifique des projets RBC du diocèse de Koupéla est l’amélioration des conditions de vie des personnes en situation de handicap dans les zones des projets.

L’OCADES, Organisation Catholique pour le Développement et Solidarité de l’Archevêché de Koupéla a une expérience profonde dans le domaine de la réadaptation des personnes en situation de handicap. L’Archevêché de Koupéla avec les projets RBC Ouargaye et Garango, travaille depuis 1983 à Garango et 1986 à Ouargaye.

La RBC, Réadaptation à Base Communautaire est une approche participative visant la lutte contre la pauvreté et l’implication des personnes en situation de handicap dans le développement et la défense de leurs droits.
Activités principales des projets : -promotion de l’état de santé – prévention du handicap – la réadaptation des personnes en situation de handicap – plaidoyer.

ETUDE D’IMPACT
L’impact social est défini comme un changement du statut social ou des déterminants respectifs d’un individu ou d’un groupe attribué à un projet, programme ou politique. Un déterminant social est défini comme facteur ayant le potentiel de changer le statut social.

Les objectifs de l’étude sont :
- Faire l’état des lieux des projets (acquis, points forts, point à améliorer, insuffisances), et déterminer le degré d’implication communautaire aux activités des projets de RBC
- Déterminer les effets prévus et non prévus observés par les différents acteurs de la communauté et de la région (décideurs, autres programmes de développement, Organisations des Personnes Handicapées, bénéficiaires etc.), incluant les effets des activités à la sensibilisation de l’environnement des bénéficiaires.
- Proposer une orientation future des activités des projets de RBC du diocèse de Koupéla dans la perspective d’une autonomie des projets.

Expérience attendue:
Expérience dans le domaine de recherché des sciences sociales, analyse, rapports, connaissance de base sur le handicap. La personne idéale dispose des expériences de recherches qualitatives et quantitatives, de l’approche RBC (Réadaptation à Base Communautaire) et d’Afrique de l’Ouest. Réalisation d’aux moins 3 études d’impacts indispensable.

International Business & Technical Consultants, Inc. (IBTCI), a US based international development consulting company, is seeking a Monitoring and Evaluation Expert, for an evaluation in Iraq. This USAID contract, which is currently being implemented, provides monitoring and evaluation services of the USAID portfolio of activities in Iraq.

A start date for this assignment is for mid-April in the Washington DC area followed by four (4) weeks in Iraq in May, before returning to the US to complete the report preparation.

QUALIFICATIONS:
- Advanced degree in statistics and/or monitoring and evaluation
- A minimum of 15 years in the M and E arena
- Minimum of ten comprehensive program evaluations for large donor agencies (USAID evaluation experience a plus) with at least five in a Team Leader role.
- Excellent communication skills both written and verbal
- Proven ability to work to tight deadlines in a very dynamic environment
- Must have demonstrated competence in Microsoft Office Word, Excel, Access and PowerPoint.
- Must be flexible and able to work under pressure
- Must be in good health.
- Must be willing to work in Iraq and travel outside the International Zone (Green Zone) – travel is expected only to be to Erbil in the Kurdish north.

Description: This is a one-year, full-time opportunity in our Tashkent field office for candidates with a strong interest in a future career in international human rights. The position may be extended for another year depending on funding. The Office Associate will provide HRW’s Tashkent-based representative with logistical, administrative, clerical and substantive assistance while enjoying close supervision by HRW staff and gaining valuable exposure to the work of this international human rights organization.

The Associate’s responsibilities will include:

* maintaining files, contact lists and a database of political prisoners
* maintaining communication among HRW’s Tashkent and international offices
* drafting correspondence, responding to requests for information and preparing for and taking minutes at meetings
* occasional translating
* assisting with travel arrangements and follow-up

Qualifications: Candidates must be available as of mid-May 2008. An undergraduate degree is required, preferably in International Relations, Political Science or a related field. Russian and/or Uzbek language skills and very strong computer skills are essential. Relevant regional study and/or experience, as well as previous office experience, is desirable. Candidates must be self motivated, extremely well-organized, collegial, culturally sensitive, flexible and able to work independently and function under pressure in a difficult environment.

Project HOPE, an international, non-profit health education organization in the US, is seeking a Monitoring and Evaluation Consultant to provide support and guidance to the programmatic and technical teams. The candidate will establish a rigorous and unified approach to program quality and effectiveness, including project design, monitoring and evaluation, M&E Information Systems, and institutional knowledge (including reflective practice and organizational learning through documentation and dissemination of lessons learned from project M&E). This includes coordination of the development and implementation of M&E standards, guidelines and tools.

Specific qualifications include:
- Master’s degree or higher in public health desired
- Minimum 8 years relevant work experience in designing, implementing, monitoring and evaluation of international public health projects
- Broad knowledge of MCH, HIV/AIDS, TB strategies and interventions used in program development
- Extensive experience implementing and managing M&E systems in a variety of organizational settings, using both qualitative and quantitative methods, as well as logical frameworks or the equivalent
- Familiarity with international development agencies’ requirements for program M&E
- High level of computer literacy, especially with databases and statistical applicants (Epi-Info, SPSS, STATA, SAS); Strong knowledge of web based technologies preferred
- Excellent communication and interpersonal skills; Fluency in English required with a working knowledge of at least one major language desired
- Some international travel may be required
